Michael Fischetti is the executive director of the National Contract Management Association (NCMA). He assumed this position in July 2012 after retiring from the federal government as a member of the Senior Executive Service.
Fischetti has 30 years of diverse acquisition experience, including leadership, management, policy, and contracting officer positions involving oversight, program management, and procurement operations of supplies and services in multiple government, civilian, and industry organizations. Prior to coming to NCMA, he was in the Senior Executive Service (SES) as the component acquisition executive and head of contracting within the Office of the Assistant Secretary of Defense (Health Affairs)/TRICARE Management Activity, managing over $55 billion per year for DOD’s Military Healthcare System.
Fischetti holds a Juris Doctorate (JD); an MS in national resource strategy from the National Defense University, Industrial College of the Armed Forces; an MA in business management from Central Michigan University; and a BA in economics and political science from the State University of New York at Buffalo. He is a certified professional contracts manager (CPCM), has attained Level 3 acquisition workforce certifications in contracting and program management with the DOD, and Level 3 contracting from the Department of Energy.
Within NCMA, he was twice elected to a three-year term on the NCMA Board of Directors (since 2007) and served on the Executive, Audit, Strategic Planning, and Professional Standards and Ethics Committees. He served a term as national secretary, and for the Washington, DC Chapter, served as president, vice president, treasurer, director, and chairman. He was awarded the NCMA fellow designation in 1997.
