A recent study suggests there will be an increase in spending among state and local governments over the next couple of years. NCMA Tysons wants to prepare its members and their organizations for these opportunities by providing a training specific to doing business with state and local governments. Instructors:

David S. Black is co-chair of the National Government Contracts Practice at Holland and Knight. He practices in the area of government contracts counseling and dispute resolution. His practice includes representing contractors in protests, claims under the Contract Disputes Act, responding to government investigations and audits, False Claims Act investigations and litigation, terminations for default and convenience, prime-subcontractor disputes, compliance programs, and counseling on a variety of contract administration and procurement issues. After law school, he served as judicial clerk to Judge Larry G. Elder of the Court of Appeals of Virginia in Richmond.

Mike LaCorte, CPA, CVA is a Principal in the Washington, D.C. office of The Kenrich Group. Mike is responsible for managing engagements in the field of business consulting, including compliance reviews, cost and damage analyses, as well as dispute issues, primarily for government contractors.  He is a Certified Public Accountant (“CPA”) licensed in Virginia and Certified Valuation Analyst (“CVA”) with over 13 years of experience in government contracts, accounting, auditing, and consulting.  Mike has worked on a variety of consulting engagements related to government contracts, including business system reviews (accounting, purchasing, estimating, and earned valuemanagement systems), buy and sell side due diligence, forensic investigations, valuations, damages and lost profits calculations, and numerous compliance assessments pertaining to the Cost Accounting Standards (“CAS”) and Federal Acquisition Regulation (“FAR”).
