CLS – Performance Based Contracting

This course will review the regulations and acquisition guidelines of Performance Based Contracting. The course will cover Performance Requirements Summary (PRS), Performance Work Statements (PWS), and Performance Assessment Plans vs QASP. Instructed by Jeff Tornell.
Mr. Tornell has thirty years of experience in the federal marketplace as both a government procurement official and federal contractor. He is currently the President of Source Selection Consulting providing acquisition strategy, policy, training and procurement support services to federal government clients. He has experience as a Contracting Officer, Policy Analyst, Acquisition Instructor and Program Manager. He has worked with the Federal Acquisition Regulation (FAR) and the Federal Aviation Administration’s unique Acquisition Management System (AMS). Mr. Tornell is one of the original authors of the AMS and is an AMS Subject Matter Expert (SME). His private sector experience includes executive positions with large and small firms that provide program management and systems development services to the federal government. He has a Bachelor’s Degree in Economics from James Madison University and a Masters of Business Administration from George Washington University.
