1. Samuel Novello, Assistant Deputy General Counsel (Acquisition Policy), Office of the Secretary of Defense:
Samuel Novello is a Senior Attorney in the Department of Defense (DoD) Office of the General Counsel (OGC) His experience spans providing legal advice and counsel regarding all of the military services and components. Mr. Novello has significant Major Defense Acquisition Program (MDAP) and software acquisition experience, and he has counseled Flag Officers, Senior Executive Service members and their staffs on a myriad of matters related to associated Cyber, and Supply Chain Risk Management. In his current position, Mr. Novello serves as a legal advisor to the Department of Defense Acquisition Executive and senior leaders (e.g., CIO, CMO). Mr. Novello has legal oversight of all software intensive programs (previously referred to as MAIS Programs) including Defense Business Systems. Prior to his current position, Mr. Novello was a senior attorney with the Department of the Navy Office of the General Counsel, where he was the founding attorney for the Navy (now DoD) Open Architecture initiative. Mr. Novello has a Masters of Law (Government Procurement) from the George Washington School of Law and has received various recognitions and awards including The Secretary of Defense Meritorious Civilian Service Award, which is the second highest award given by the Secretary of Defense.
2. Byron Adams is a Senior Attorney in the Department of Defense (DoD) Office of the General Counsel (OGC). Mr. Adams possesses broad experience in the areas of information technology (IT), information law, cyber issues, spectrum and information resource management. Mr. Adams also has significant experience in IT acquisition, including in artificial intelligence and major systems acquisition. Mr. Adams currently serves primarily as counsel to the DoD Chief Information Officer while also supporting other components within the Office of the Secretary of Defense as well as the Military Departments and the Fourth Estate. Mr. Adams was previously with the Department of the Navy Office of the General Counsel, where he was counsel to the Department of the Navy Chief Information Officer and OPNAV N2/N6. Mr. Adams graduated from Northeastern University School of Law and clerked for the Chief Judge of the U.S. District Court of Connecticut.
