Description: This course will review the regulations and acquisition guidelines of Performance Based Contracting. The course will cover Performance Requirements Summary (PRS), Performance Work Statements (PWS), and Performance Assessment Plans vs QASP.
Jennifer Oliver is a business leader with more than 25 years of business and contract management experience in federal government contracting. Currently, Ms. Oliver serves as the Director of Contracts & Procurement at Noblis, Inc., a dynamic science, technology and strategy non-profit organization serving a wide range of government clients in the defense, intelligence and federal civil sectors. In this role, Ms. Oliver manages a team of professionals supporting a full range of contract, subcontract and procurement activities including: capture & proposal support, prime contract, subcontract, software & SaaS licenses, NDA and teaming agreement negotiation as well as providing contract, subcontract and risk management.
Prior to Noblis, Ms. Oliver was the Director of Corporate Contracts at Booz Allen Hamilton, where she managed diverse functions within the contracting organization, including the Enterprise Contracts Team supporting GWACs, BPA’s, OTAs and FEDSIM contracts, Contracts & Procurement Systems Group, Organizational Conflicts of Interest (OCI) and Regulatory Change Management Team, and the Contracts & Enterprise Risk Management Unit. She was also an adjunct trainer at Booz Allen, providing in-person, instructor-led training on such topics as Contracts Basics, Performance-Based Contracting, and Program & Financial Management.
Ms. Oliver lives in Ashburn, VA, with her husband and two dogs and has just become an empty nester with two daughters in college.
