Event description:

Join the NCMA Tysons for a historical examination of public procurement systems. The goal of this program is to use a 200-year-old series of procurements of construction contracts led by Thomas Jefferson to build his architectural masterpiece at the University of Virginia (a UNESCO World Heritage Site) to flesh out and discuss the goals of an effective public procurement system.  The program combines big picture thinking about public procurement and interesting historical anecdotes involving a Founding Father who functioned late in life as a Contracting Officer. 

Come learn how Thomas Jefferson handled acquisition planning, competition vs. sole source, proposal evaluation, price reasonableness, contract disputes, whistleblowers, conflicts of interest, socioeconomic concerns, and incremental funding by a skeptical legislature, and provided key leadership in times of crisis for his beloved project.  Jefferson’s experience can teach us much about the discipline of modern day procurement.

David Black is co-chair of the National Government Contracts Practice. He practices in the area of government contracts counseling and dispute resolution. Mr. Black’s practice includes representing contractors in protests, claims under the Contracts Disputes Act, responding to government investigations and audits, False Claims Act investigations and litigation, terminations for default for convenience, prime-subcontractor disputes, compliance programs, and counseling on a variety of contract administration and procurement issues. Read here for his full bio.

Peter McKeen works as a procurement analyst with the government contracts practice at Arnold & Porter. With a procurement career spanning 25 years, his work has spanned from contract administration to government contracts law analysis. Mr. McKeen teaches courses in procurement law and contracts management at the School of Continuing and Professional Studies. He also serves as a Leading Practitioner in Public Procurement for the Organization for Economic Cooperation and Development (OECD)—a group comprised of procurement experts from member states seeking “a global view of leading procurement practice.” Read here for his full bio.
