Discussion Topic: FOIA Exemption 4: Trade Secret and Confidential Commercial Information

Speaker: Jay Olin, Director, Division of FOIA Analysis, Office of Strategic Operations and Regulatory Affairs

Event Description: 

 

Jay Olin currently serves as the Director of the Division of FOIA Analysis – C in the Freedom of Information Group at the Centers for Medicare and Medicaid Services (CMS). He has served in this position since 2015 and manages a dedicated team processing FOIA requests for CMS records.

 

Prior to joining CMS, Mr. Olin served as the Deputy FOIA Officer for the National Archives and Records Administration (NARA) processing FOIA requests and appeals for seven years. Mr. Olin entered federal service in 2003 as a graduate intern at the Office of Naval Intelligence (ONI). Upon completion of his internship, his position was converted to a full-time federal position as an Intelligence Specialist. During his 5 years at ONI, Mr. Olin worked in Records Management and Outreach before departing for NARA.

 

Mr. Olin served as a speaker at the National Training Conference for the American Society of Access Professionals in 2013 and 2014. In 2013, he discussed Records Management issues with the FOIA. In 2014, he served on a panel with two additional speakers discussing Customer Service and the role of the FOIA Liaison. While at ONI, Mr. Olin developed and staffed a booth promoting ONI at the Tailhook convention as part of his Outreach efforts.

 

Prior to entering federal service, Mr. Olin taught Social Studies and Accounting at two Baltimore high schools.

 

Mr. Olin holds a Bachelor of Science in Business Administration from the University of San Francisco and a Bachelor of Arts in History from the University of Maryland, Baltimore County. He earned his Master’s Degree in Library and Information Science from the University of Maryland, College Park.
