Jean Marceau Lohier, CPCM, CFCM, NCMA Fellow, is currently a Sr. Contracts Manager with AT&T Government Solutions, Inc. (AT&T); a Subject Matter Expect (SME); the Chairman of the Tysons Board of Advisors (BoA) & Immediate Past President of the Tysons Chapter of the National Contracts Management Association (NCMA); was a working member of the American Council for Technology-Industry Advisory Council (ACT-IAC) initiative on defense acquisition reform (section 809 commission); Co-Lead of the Contracts Working Group for the Integrated Program Management Division (IPMD) of the National Defense Industrial Association (NDIA) (2014-2018); a member of the School of Business Industry Advisory Council (IAC) of American Public University System (APUS)/American Military University (AMU) (Government Contracting and Acquisition Program) since 2016; and an Instructor Contractor with INL/CAP Training – U.S. Department of State (DoS).

Prior to his current roles, Mr. Lohier held several contracts management positions, including as Contracts General Manager with GTSI Corp. (now Unicom Government, Inc.) and a Sr. Contracts/Grants Administrator with the Academy for Educational Development in Washington, DC.  He provides life-cycle contract management and negotiation for all contract types from pre-sales (including strategy and development support) to post-award and contract close-out phases.  He has successfully led, trained, coached, and mentored multiple teams and contracts professionals from Government & Industry, and has been a guest speaker at meetings of NCMA Tysons, Bethesda, Woodlawn and at NDIA/IPM-CPM EVM world conferences.  He has also helped establish processes and procedures to ensure compliance with contracts and profitability to the organizations. Internationally, he has presented at conferences and has had articles published in newspapers (Miami Herald, Washington Times), as well as several of them on Acquisition & Contract Management in the Contract Management Magazine.  

Mr. Lohier holds two post-bachelor Degrees: one from Georgetown University (GU) in Paralegal Studies and the other from the University of Virginia (UVA) in Procurement and Contracts Management.  He is a U.S. President’s Volunteer Award Winner Gold (2017-2016-2014-2013) and Silver (2015-2012). He is the 2018 NCMA Fellow awardee (the second highest award given by the association) and the 2015 recipient of the prestigious "NCMA's Best Contract Management Magazine Article" award.  He also instituted the NCMA Presidents Chapter Forum/Council in 2016.
