Debra Scheider is the president of Guidestar Acquisition LLC. In 2015, she retired from the federal government with over 30 years’ experience in the intelligence community and Department of Defense. She served as the senior procurement executive, head of contracting activity, and director of contracting for the National Reconnaissance Office. She holds a BS from American University, an MBA from Virginia Tech, and an MPP from the University of Maryland.

Bill Bressette is a principal in Baker Tilly’s Government Contracts Advisory Services Consulting Group. Based in Washington, DC, he has worked with government contractors for over 18 years on a broad range of contract compliance and pricing matters. He also advises contractors on General Services Administration Schedule contract administration and compliance program best practices. He is a former president of the Tysons Chapter of NCMA, and he is vice chair of the Commercial Products and Services Committee of the ABA’s Section of Public Contract Law.

Ronald Falcone is co-founder and executive vice president at Distributed Solutions, Inc. He is also an adjunct professor at the University of Virginia’s Procurement and Contracts Management Program. He previously served as chapter president of the Tysons Chapter. Nationally, he has presented at leadership conferences, has been published in Contract Management Magazine, and has been a Contract Management Leadership Development Program mentor. He holds a BS in business administration from the Pennsylvania State University, an MBA from the University of Phoenix, and is a graduate of the University of Virginia’s Procurement & Contracts Management Certificate Program.

David P. Gragan is the senior procurement executive at the Consumer Financial Protection Bureau, an independent agency of the Federal Reserve. He has been a public procurement professional since 1993, when he was selected to be the chief procurement officer for the State of Indiana. He subsequently served the citizens of Texas as the state procurement director. He most recently served as the chief procurement officer for the District of Columbia, from 2007 to 2010. He is currently the chairman of the Governing Board of the Universal Public Procurement Certification Council, the certifying body for state and local government procurement professionals. He has been honored with the distinguished service awards of both the National Association of State Procurement Officials and the National Institute of Governmental Purchasing. He is a graduate of the U.S. Air Force Academy and the University of Southern California.

Dr. Mary Ann Wangemann is the statewide director for the procurement and contract management and the new Federal Acquisition Certificate Programs at the University of Virginia. She served as an EDS Fellow, managed portfolios over $1 billion, wrote 13 textbooks on contract management, and created GovWin.
