Director of Contracts and Subcontracts in Reston/Herndon area $150K-$170K base + 15-20% bonus

The Director of Contracts and Subcontracts will be responsible for the leadership and management of the Contracts and Subcontracts functions and staff

Primary Responsibilities:

  • Managing a full range of contract, subcontract and procurement activities including: prime contract, subcontract, NDA and teaming agreement negotiation, administration, modification and closeout.
  • Managing, supporting and overseeing competitive proposal efforts from RFP release through award, including reviewing RFP documents, assessing risks and mitigating options, identifying business issues, working with Business Development and Pricing to ensure “blue” Proposal responses.
  • Develops or reviews prime contract flowdowns to ensure compliance with prime contract requirements and to minimize company liability.
  • Ensuring compliance with contracting and procurement policies and procedures consistent with government regulations and company policies; update and maintain procedures and operational implementation consistent with changes in laws, regulations and business practices and ensure that department staff are trained.
  • Participating in senior level meetings to support business development and pricing strategies; identification of issues and potential problems, including suggested resolutions.
  • Working directly with project managers and task leaders to ensure contract requirements are achieved; interpret contract and subcontract provisions and provide guidance to business areas in support of contract/subcontract performance.
  • Collaborating, coordinating and providing guidance to staff and business areas.
  • Supervising, coaching, communicating, developing and mentoring Contracts and Subcontracts staff.
  • Developing and improving standardized processes and procedures for procurement, subcontracts, proposals and contracts.
  • Providing support for internal and external audits, including government audits, i.e., CPSR, IG, DCAA, Small Business.
  • Oversee the Small Business Program and the Small Business Liaison Officer (SBLO).



  • Bachelor 's degree and 12+ years of related experience.
  • Minimum of 5 years of experience supervising and leading a contracts team.
  • Expert knowledge of government contracts and subcontracts, with particular emphasis on proposal support.
  • Excellent negotiation skills, including experience negotiating complex terms and conditions.
  • Must have experience with all contract types and a working knowledge of FAR/DFAR.
  • Ability to work in fast-paced environment and manage multiple priorities.
  • Excellent communication and interpersonal skills with the ability to work in multi-disciplinary groups to provide excellent Business Development and Operations support.
  • Proficient in Excel/Word/PowerPoint, and Deltek Costpoint.

Senior Contracts Administrator-Vienna/Mclean area.  $90K-$115K base + bonus

Under limited supervision of senior contract management staff, cradle-to-grave administration of contracts of moderate to high risk to the company. Participates in the preparation of complex proposals, inclusive of pricing and cost narratives; negotiation of contracts; and the performance of other contract administration functions as may be required.

Duties and Responsibilities

Reviews complex solicitations and prepares specialized responses for proposals and contract modifications.

Participates in discussions on proposal cost strategy and coordinates special rate calculations and other significant financial impacts.

Analyzes contract performance requirements, including unique or unusual special provisions and terms and conditions to ensure compliance with law, regulations, corporate policy and procedures.

Provides guidance on complex contractual requirements and corporate policy to line management organizations.

Negotiates and establishes teaming agreements and non-disclosure agreements, as assigned, with prospective partners to respond to client’s solicitation.

In concert with management and line organizations, develops negotiation strategy for complex contractual issues.

Ensures contract review, approval and execution is in accordance with corporate policy.

Maintains data in corporate information systems.

Acts as liaison between technical staff and others including Financial Operations, Procurement, Security, Property, and Human Resources, on contractual matters.

May assist in new business pursuit and associated contract strategy.

Provides input to senior contract management staff in the development of contract administration policies and procedures within the limits of delegated authority and in accordance with policies and procedures.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus 5 to 7 years of directly related experience. Master’s degree preferred.

  • Experience in a government contracting environment is required.
  • Experience with all contract types, inclusive of FFP, required.
  • Pricing experience required.
  • Experience with commercial software sales to government and industry preferred. 

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

  • Thorough knowledge of Federal Acquisition Regulations (FAR), inclusive of OCI provisions, and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.
  • Excellent oral and written communication and interpersonal skills.
  • A security clearance of an appropriate level may be required after employment
