Title:  Associate Director, Contracts, and Subcontracts, R-00023454

 The Civil Group of Leidos is seeking an Associate Director, Contracts and Subcontracts.

The Associate Director of Contracts and Subcontracts will be responsible for the leadership and management of the Contracts and Subcontracts functions and staff for the Federal Energy, Environment, and Commerce Operation within the Civil Group. This resource will act as the primary interface to the Operation Manager for all Contracts and Subcontracts related inquiries, managing the staff resources as well as the budget across the organization.

Please note: Work location for this position will be Gaithersburg, MD OR Reston, VA.

Primary Responsibilities:

- Provide the oversight and evaluation of major proposals, monitoring major contracts/subcontractors, lead or assist in key negotiations, resolve performance issues, identify risks and associated mitigations, ensure compliance with Leidos policies, procedures as well as government and contract requirements.

- Provide mentoring, advice and counsel to Group counterparts and Contracts and Subcontracts staff.

- Establish measurement and functional performance goals for staff to include career development, recruiting and staff retention, provide regular feedback, and conduct performance reviews.

- Regularly interact with programs, contracts, project control, finance, business development and with customers as required.

- Work with the other Operations Associate Directors within the Group.

- Attend early capture sessions to determine specific information and requirements in order to apply the correct contracts/subcontracts skills, techniques, methods and resources for the group thus meeting Leidos’ as well as the customer’s expectations and objectives.

- Develops or reviews prime contract flowdown documents to ensure compliance with prime contract requirements and to minimize company liability.

- Support internal/external audit activities, including subcontract file reviews, as well as data request from internal / external customers.

- Focus on development and training of staff.

Usually requires a BA/BS OR equivalent experience and 12+ years of prior relevant experience OR Masters with 10+ years or prior relevant experience.

Qualifications:

- Bachelor 's degree and 12+ years of related experience. Additional years of relevant experience will be considered in lieu of a Bachelor's degree.

- Prefer Bachelor's Degree in Business Administration OR a related field.

- Expert knowledge within government contracts and subcontracts arenas with particular emphasis on proposal support.

- Excellent negotiation skills, including experience negotiating complex terms and conditions.

- Minimum of 6 years experience supervising OR leading teams.

- Must have experience with all contract types and a working knowledge of FAR/DFAR.

- Knowledge in government contracts, municipal, and commercial contracts.

- Ability to work in fast-paced environment and manage multiple priorities.

- Must have the interpersonal skills to deal effectively with executive management and staff regarding Contracts and Subcontracts issues with high degrees of complexity and work issues to resolution.

- Ability to establish relationships internally and within the Leidos community.

- Proficient in Excel/Word/PowerPoint.

- Experience with joint ventures is strongly preferred.

- Experience with environmental, energy, and IT services is a plus.

Alpha Omega Integration (AOI) is searching for a dynamic and motivated Contracts Manager, who can work independently and as part of a team, in a fast-paced government-contracting environment.

The Contracts Manager will be an integrated and vital member of AOI’s energetic and diverse corporate team. In this role, a successful candidate will be able to prioritize work activities and effectively communicate at all levels within the organization. The Contracts Manager will frequently interact with external customers and business partners, AOI departments, functional peers, and management. Role:

The Contracts Manager will be responsible for the creation and execution of all contractual aspects including prime and subcontract awards, task orders, supplier agreements and contract modifications. In this capacity, he or she will serve as the primary contact for all contractual aspects of new and existing services for AOI’s customer base. He or she will interface heavily with customers and external team members to support compliance, negotiation, and execution of contracts at the prime and subcontractor levels. Additionally, the Contracts Manager will participate in all facets of internal/external reporting on the status of contract data requirements and deliverables.

Responsibilities:

Supports all aspects of prime and subcontract administration including document creation and revision, facilitation of contract execution, quality and compliance reviews, and negotiations

  • Performs front-end strategic assessment of business pursuits
  • Reviews NDAs, TAs, prime contracts, subcontracts, task orders and modifications
  • Processes contract-related actions requested by the program management team
  • Works in conjunction with program management, program control, accounting, security and business development in support of contract administration and management
  • Maintains and updates contract backlog
  • Monitors and modifies funding levels for prime and subcontracts
  • Ensures compliance with contractual terms and conditions, flow down requirements, and accordance with legal requirements, customer specifications, and government regulations

PHYSICAL DEMANDS:

Position Summary

Lead cradle to grave administration of major subcontracts of high risk and high complexity to the company. Monitors subcontractor performance for conformance to the subcontract. Within the context of a government prime contract, responsible for managing complex agreements with subcontractors. This includes supporting the capture process through contract execution. May provide work leadership for lower level employees and serves as the first-level point of escalation for internal customers when first-level management is not available.

Duties and Responsibilities

  • Prepares solicitation documents for highly complex and/or high-risk acquisitions to include statements of work, terms and conditions or flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for the procurement.
  • Serves as the focal point when bids are received, reviews both the technical and cost proposals, consults with  technical staff, and resolves matters of disagreement between  and the potential subcontractor.
  • Consults with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance.

Position Description:

The Task Order Lead will support the client’s procurement needs, from conception of the requirement, through award, to post-award management and will be heavily relied upon for Information Technology procurement expertise.

Responsibilities and Duties:

  • Meet and interact with Government personnel and client representatives in accordance with the terms and conditions of the task order

Such assistance may include and is not limited to research and analysis of past purchases of similar products or services, current market value of the products or services, other agency purchases of similar products and services.
  • Prepare Request for Quotes (RFQs), Request for Proposals (RFPs) including two-phased design/build solicitations, and Combined Synopsis/Solicitations.
  • Assist in conducting market research to identify potential sources and contract vehicles.
  • Assist in evaluation process and assure written documentation to support both informal and formal source selection procedures.
