Job Summary :

 

The selected candidate will possess sound knowledge within the Government contracts arena to include pre/post award requirements.  This position will support contracts within the Government Intelligence sector of business.  Candidate must be located within the Northern Virginia area and have a current Top Secret Level Clearance. Essential Responsibilities:

  • Candidate should be able to work well in teams as well as independently.
  • Effectively negotiate and administer standard and non-standard contracts and agreements.
  • Ensure transactions and documentation complies with Company policies and procedures, contract requirements, and Government regulations.
  • Ensure contract as well as subcontract requirements are met including; monitoring cost status, assisting in cost management; and coordinating issue resolution with customers.
  • Coordinate, develop and produce a wide range of complex contractual documentation.
  • Provide internal financial control services including, monitoring contract funding, and analyzing internal accounting reports for technical managers. Coordinate with accounting department in administering contract invoicing and payments, job cost management, contract audit/filing and close-out process.
  • Coordinate with operations and management regarding contractual rights and obligations.  Ability to identify areas of risk in proposals and contractual agreements.  
  • Prepare cost proposals in compliance with solicitations and company procedures. Prepare formal proposal submissions to include supporting documentation, monitor proposal process, and provide audit assistance and interaction with compliance personnel. Sound negotiations skills vital.
  • Perform all other position related duties as assigned or requested.

 

Minimum Requirements :

 

  • US Citizen.
  • Active TS security clearance required.
  • Bachelor's degree in Business Administration or similar field.
  • 10 or more years of job-related experience in Subcontracts and/or Contracts.
  • Excellent communication and negotiation skills, working knowledge of word-processing, database (SharePoint), spreadsheets and integrated software applications are required.
  • Must be able to maintain a flexible work schedule and be fit for duty
  • Local travel requirements to and from customer site (for meetings)
  • Knowledge of FAR/ DFARS and U.S. Federal and Agency Supplements.

Key Responsibilities:

Job Description

We have an immediate need for a Contracts Manager. The Contracts Manager is responsible for a broad range of cradle to grave contractual actions across our business units (BUs), with a team approach to supporting all of contract, subcontract, pre-award, and other related activities. CM will delegate workload and manage the day-to-day actions within their BUs of the department as well as escalating to leadership as appropriate.

An understanding of the compliance requirements of existing contract vehicles is essential for successful management of several GWAC, IDIQ, and GSA Schedules.  Duties will include participation in proposal preparation, coordination of pre-award contractual documentation (such as teaming and non-disclosure agreements), issuing subcontractor RFPs, executing small business compliance requirements, working with executive management, Business Development, Proposal Manager, Pricing, Accounting, Contracts Specialist/Administrator, Contracts VP, and client facing company VPs, Directors and PMs on contractual activities including both pre-award and post-award activities. 

Duties include:

  • Review request for proposals and work with the Business Development and Proposal team to coordinate input into a compliant business book. Attend bid decision, kick-off and other proposal related meetings
  • Ensure the company is compliant and meets contracts terms and conditions with our clients
  • Work with Contracts VP to create formal processes and checklists; follow established processes and procedures to enable effective and efficient customer deliverables and results within defined SLAs
  • Analyzes significant/complex/unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies, and business unit procedure 
  • May assist in new business pursuit and associated contract strategy 
  • Provide supervision and mentorship to contracts administrator(s)
  • Review award documents for concurrence against proposal submission
  • Ensure the master original paper and electronic files are maintained by contract administrator
  • Lead internal project activities, such as audits, establishing a procurement system, updating process and procedures, and other special projects
  • Lead negotiations of partner Agreements (Subcontractor RFP packages, TAs, NDAs, Subcontracts, etc.)
  • Lead and manage audit activities, such as GSA CAV, Small Business, Incurred Cost and Procurement
  • Provide daily updates to internal team Tracker and Master Contracts List (Microsoft Access)
  • Set-up and maintain contractual data in accounting system (CLINs, labor categories, rates, value, funding)
  • Ability to fully comprehend and relay contractual requirements to a broad audience; provide contracts summary and lead internal contract kick-off meeting
  • Work closely with PM and monitor requirements and constraints; provide business advice and guidance based on risk assessment.

Skills & Requirements

  • 1-3+ years of experience fully managing (including leading negotiations) of all contract types and agreements (TAs, NDAs, Subcontracts)
  • 3-5+ years government contracting experience (to include but not limited to, review of RFPs for compliance matrix, business book or technical writing, subcontractor negotiations, contract set-up in accounting systems, issue resolution of contract management execution, audit preparation, and close-out).
  • Familiarity and firm understanding of the FAR, to include implications of flowdown clauses during proposal submission process

Skills/Personal Qualities:

  • Customer service oriented
  • Excellent oral and written communication skills; build trusted partnership with internal and external customers
  • Excellent attention to detail, time management, scheduling, and organizational skills
  • Ability to provide training and presentations
  • Proficient in Microsoft Office, including Excel, PowerPoint, Access, SharePoint and Word

Leidos, Inc. is seeking a Contracts Representative to support its Transportation Solutions Operation, within the Civil Group. Seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. The selected candidate will report to the Associate Contracts & Subcontracts Director and support contract management activities in support of a diverse portfolio of contracts, primarily supporting international programs.   

The Senior Administrator, Contracts will provide overall contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws. Primary Duties:

- Provide the oversight and evaluation of major proposals, monitoring major contracts, lead or assist in key negotiations, resolve performance issues, identify risks and associated mitigations, ensure compliance with Leidos policies, procedures as well as government and contract requirements.

- Portfolio will be primarily international contracts, but may also include US Federal and commercial contracts.

- Support proposal process by identifying risks and developing mitigation strategies.

- Liaise with various risk management stakeholders within the Corporation to ensure Leidos compliance with international trade, tax, and export regulations.

- Provide advice and counsel to Group counterparts and less experienced Contracts staff.

- Regularly interact with programs, contracts, project control, finance, business development and with customers as required.

- Attend early capture sessions to determine specific information and requirements in order to apply the correct contracts skills, techniques, methods and resources for the group thus meeting Leidos’ as well as the customer’s expectations and objectives.

- Develop or review prime contract flowdown documents to ensure compliance with prime contract requirements and to minimize company liability.

- Work closely with Subcontract Administrators to ensure overall contract compliance with major vendors.

- Support internal/external audit activities as well as data request from internal / external customers.

Required Skills/Basic Qualifications:

- Bachelor's degree and 8+ years of related experience. Additional years of relevant experience may be considered in lieu of a Bachelor's degree.

- Prefer Bachelor's Degree in Business Administration OR a related field

- Prior experience with international contracts (direct sales to foreign governments or foreign business) required. 

- Expert knowledge within international and government contracts arena with particular emphasis on proposal support.

- Excellent negotiation skills, including experience negotiating complex terms and conditions.

- Must have experience with all contract types and a working knowledge of the FAR/DFAR.

- Ability to work in fast-paced environment and manage multiple priorities.

The Civil Group (Transportation Solutions Operation) of Leidos is seeking a Senior Subcontracts Administrator for the Reston, VA OR Gaithersburg, MD office.

 

We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. The Senior Subcontracts Administrator is responsible for activities that span the entire procurement cycle, including but not limited to: negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities. Subcontracts will primarily be in support of federal programs as well as some commercial and state/local programs and large, new business proposals.

Primary Responsibilities: • Negotiates NDAs and Teaming Agreements • Creates moderate to complex RFP solicitations in accordance with Government and Leidos requirements. • Develops prime contract flowdown documents • Evaluates supplier proposal responses. • Conducts price and cost analysis. • Negotiates pricing and terms/conditions with subcontractors. • Administers subcontracts of various types and complexity. • Identifies and resolves moderate to complex issues and problems on assigned subcontracts and makes recommendations to management. • Performs subcontract close-out activities. • Analyzes risks and identifies risk mitigations • Acts as primary interface between subcontractors and the programs being supported for all subcontracts related issues. • Regularly interacts with program management, contracts, project control, finance, business development and with customers as required. • Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution.

Required Skills/Basic Qualifications:

Requires a Bachelor's degree and 8 - 12 years of prior relevant experience OR Masters with 6 - 10 years of prior relevant experience. Additional years of relevant experience will be considered in lieu of a degree. Must be US Citizen. Required to have a Bachelor's Degree (preferably in Business Administration OR a related field and experience in subcontracting and related functions with particular emphasis on negotiation and subcontracts administration. Experience negotiating terms and conditions and supporting proposals. Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers. Strong organizational, written and oral communication skills.

Desired Skills:

Experience working with the FAA is a plus.
